The effectiveness of any government’s women-focused policies should not be measured solely by the number of programmes introduced, but by the opportunities those initiatives create for women to become financially independent, take up leadership roles and contribute meaningfully to society. In Ogun State, Governor Dapo Abiodun’s administration has presented women’s empowerment as an important part of its development strategy.

Rather than relying only on occasional assistance, the administration has focused on areas such as skills development, access to finance, livelihood support, entrepreneurship and opportunities for women to participate in leadership and decision-making.

The government’s partnership with the World Bank-supported Nigeria for Women Project has reportedly provided direct empowerment opportunities to about 100,000 women in Ogun State. Official figures also show that 8,759 Women Affinity Groups have been established across the state’s 20 Local Government Areas, involving 247,273 women. The figures relate to different aspects of the initiative and should therefore be viewed separately.

A major focus of the administration has been helping women establish and sustain businesses and other sources of livelihood. One example is the Oko’wo Dapo programme, which was relaunched in 2022 and initially provided livelihood grants to 2,094 women.

By January 2026, Governor Abiodun stated that more than ₦5 billion had been committed to women-oriented livelihood programmes over a six-year period. According to the reported figures, approximately ₦3 billion came through the World Bank-supported initiative, while Ogun State contributed another ₦2 billion.

The governor also reported that the Oko’wo Dapo initiative had empowered approximately 55,000 women, highlighting the administration’s stated focus on expanding economic opportunities for women across the state.
